ProJo: Providence City Council wrestles once again with housing vouchers

PROVIDENCE — The woman was accustomed to paying her rent with a housing voucher.

One day a new landlord took ownership of the property and told her she could no longer pay her family's rent with vouchers.

The new policy forced the woman and her young family to abruptly relocate to Pawtucket.
