The Kent County Daily Times: West Warwick Housing Authority Recognized as High Performer

WEST WARWICK – The West Warwick Housing Authority announced last week that it has been recognized by the federal Department of Housing and Urban Development for its Public Housing and Section 8 programs with its highest rating of High Performer.

Each year the federal agency that provides funding for the two programs conducts a rating of operations at each housing authority in the country.

The ratings are based on key performance indicators. The public housing rating system, known as PHAS (Public Housing Assessment System), is comprised of four major categories: physical condition of the housing portfolio, financial condition, management operations and timely expenditure of capital improvement funds.

The housing authority received the maximum score in three out of the four indicators. It received 35 out of 40 points for physical condition.

The WWHA also received High Performer status for its Section 8 program. The Section Eight Management Assessment Program (SEMAP) measures 14 key indicators that measure effectiveness in operating the program.

“I am pleased that the organization received High Performing status once again,” Board Chairman Thomas Zampa said. “This is the third consecutive year we have performed well. IT’s indicative of the hard work of the staff.

Stephen J. O’Rourke, the WWHA’s Executive Director, told the Board of Commissioners “it’s great to be recognized by our major funding source,” adding that “these ratings on top of the completion of 129 of our 139 objectives from our Strategic Plan indicates we are successful in meeting our overall goals.”
