  The Harbor Church is seeking Town approval to convert the unused third floor of its Water Street building into four one-bedroom apartments to be rented year-round at “below-market” rates. If completed as proposed, the new apartments would be counted toward the Town’s state-mandated quota of affordable housing units.

• The Block Island Times: Church apartments receive HDC blessing

  The Harbor Church’s affordable rental housing project is progressing towards its January 2019 goal for occupancy. Church Trustee Tony Pappas, who is spearheading the $450,000 project, was granted unanimous final approval (4-0) for adding a deck and stairs on the building’s west exterior, and removing an east side window, by the Historic District Commission on March 26. Pappas needs to obtain a building permit from Building Official Marc Tillson to commence with the work.

  For the past 17 months, members of the Harbor Church and many, many members of the Block Island community have worked very hard to convert the third floor of the Harbor Church into four year-round, affordable apartments.

  “It’s an idea whose time has come.” That’s what Tony Pappas said about the four one-bedroom affordable rental apartments that will be built at the Harbor Church for a price tag of about $450,000 and be ready for occupancy in January of 2019. Pappas spoke with The Block Island Times about the project, his brainchild, after a public hearing before the Zoning Board of Review on Tuesday night.

  The Block Island Housing Board is seeking to expand the affordable housing applicant pool on Block Island. In order to do so the board needs to do something that might seem counterintuitive; raising the island’s median income bracket. Increasing the medium income limit could provide more people on the island with the opportunity to apply for affordable housing.

  Pleased by the favorable reception the Planning Board gave the Cherry Hill Lane affordable housing development on May 9, the members of the Block Island Housing Board turned toward implementing that project and others at their May 15 meeting.
