ProJo: R.I. housing advocates seek long-term solutions for the homeless

The solution, according to a Providence College researcher, is to invest less in shelters like Cranston’s Harrington Hall and more in programs that house people quickly; supportive housing that includes access to services; and housing that is affordable for people with incomes below the federal poverty level.

CRANSTON — Standing in front of rows of cots at the Harrington Hall homeless shelter on Wednesday, housing advocates revealed their policy priorities to end homelessness in Rhode Island and move people from shelters into more permanent homes.

“Being in a situation like this has really bad consequences for people,” said Eric Hirsch, a Providence College sociology professor who wrote a report on how to end long-term homeless in Rhode Island. “It’s just not an acceptable place for people to live.”

Homelessness in Rhode Island has been rising since 2014, according to Hirsch’s report, which he completed along with Annette Mann Bourne as part of a program through Housing Works Rhode Island, a housing research organization at Roger Williams University.

The solution, he said, is to invest less in shelters like Harrington Hall and more in programs that house people quickly; supportive housing that includes access to services; and housing that is affordable for people with incomes below the federal poverty level.
